Abstract. The article deals with the problems of developing the innovative potential of small and medium-sized businesses in entrepreneurial ecosystems in the conditions of the North and the Arctic.

As a result of the analysis in the four Arctic territories of the Komi Republic, problems were identified in the development of the innovative potential of small and medium-sized businesses. The factors influencing the possibility of creating and developing highly intelligent, high-tech industries in the Arctic zone of the Russian Federation are analyzed. A set of measures is proposed that can stimulate the processes of creating innovative industries in the Arctic zone of the Russian Federation.

The directions of activating the potential of the region, which can solve the existing problems of the development of small and medium-sized businesses, are considered. The main role of the state in the creation and development of innovation infrastructure is considered. The results obtained can be used in improving the strategy for the development of the Arctic zone of the Russian Federation, increasing the efficiency of the work of state bodies in the development of the entrepreneurial ecosystem in the Arctic territories.
