The article is dedicated to the research of the theoretical bases of technology transfer in the context of the transition to sustainable economic growth in the Republic of Belarus and the Russian Federation. Problems that hamper the research of technology transfer are revealed. Through the prism of international technology transfer the development of the Belarusian-Russian cooperation is substantiated. The nature of the problem of delays in the spread of technologies around the world is reflected. The risks in the implementation of the "catch-up development" strategy in Belarus and Russia are shown. Based on the analysis of the theoretical bases of technology transfer, the need for a scientifically grounded and consistent state policy on participation in international technology transfers of the Republic of Belarus and the Russian Federation has been proved.
