Economic policy as the factor of economic development of the region

The article substantiates the need to use new approaches to the notion of «economic policy», which in modern literature is the most common and constantly occurring definition. It is argued that it is more often used as a duty and transitory word, used for all cases of reasoning. Meanwhile, the logic of research, dictated by the course of emerging problems in the real system of economic relations, raises the need for its more active study on the agenda. It is shown that this is all the more important at the current stage of economic development, when additional scientific and practical material appears that requires its own reflection and assessment, which shows that with the notion of «economic policy», everything is not so simple. The purpose of the proposed article is formulated: a study of the category «economic policy», taking into account the application of new scientific material associated with the institutional theory of «agreements». The hypothesis of the research suggests that the effectiveness of institutionalism is due to its interdisci- plinary character and broad methodological possibility in the study of regional policy. The author's contribution, in this connection, can be qualified as the use of the «the- ory of agreements» in the characterization of economic policy, which allows us to re-formulate the concept of regional impact on a managed object. Conclusions of the article can be used as a scientific and methodological ba- sis in modernizing regional policy.

The concept of managing investments of complex residential development

In the article the question of increase of efficiency of management of investment-construction projects integrated residential development. The authors propose the concept of investment management of complex residential development projects, based on the formation and implementation of cost control mechanisms at all stages of the project, allowing to ensure the planned result. On the basis of the developed concept of investment management in complex residential development, a mechanism for investment management KZHZ.

Conceptual basis for the development of the regional educational potential

The main purpose of the research is the development of the conceptual foundations for the formation of the mechanism for the development of the educational potential of the region from the perspective of socio-cultural approach.   The paper considers the challenges of the Russian professional education system and substantiates motivating and demotivating factors influencing the effective development and implementation of the educational potential of the region. The authors propose the concept of the vocational education development on the basis of the national idea, the specific goal of the state. In contrast to the modern concept of Russian vocational education modernization, which consists in the transition from education as a public goods to an educational service, the authors have developed a management scheme for the development of the regional educational potential using the methodology of deductive construction from the national idea to a specific person and his / her workplace. Such a mechanism should be the basis for the development of the educational potential of the state, region or organization.

Features and conditions of development of the village and rural economy of Northern region

In article the basic concepts making the system of rural economy and rural development are considered. The entity of such concepts as the village, rural areas, rural development, sustainable development of the rural territories are opened. The multifunction role of the village as original social and territorial system is shown. The composition of branches and types of activity of rural economy is considered. Features and distinctive features of rural economy of the Komi Republic are revealed. Influence of a demographic situation on development of the village and rural economy is probed. It is set that deterioration for years of market reforms of demographic indices in rural areas will lead to abbreviation of number of labor potential, and in the long term will become its aging the factor restricting development of rural economy. An assessment of a status of rural engineering and social infrastructure is given. Differentiation of income between workers rural and forestry and other branches is revealed. Results of a research can be used by development of the long-term program of complex development of the village and rural economy of the Komi Republic.

Development of the Human Potential as a Factor of Solution the Re-Industrialization Problems at the regional level

The most complete realization of human potential is a key factor of the efficacity of socio-economic parameters of neoeconomics. The tasks of human development are sharply updated under conditions of re- industrialization of the economic systems of the lead- ing countries. Human potential acquires new features in the context of transition to modern technological systems, the formation of the information society and the development of artificial intelligence. Improvement of human potential is of particular importance for the implementation of neo-industrialization of the Russian regions economy.

Corporate management and Social Responsibility in Europe (Part 2). Varieties of CSR: the experience of Great Britain and Germany

This article examines the crоss-national strategies for implementing the policy of corporate social responsibility. On the example of Great Britain and Germany, the problems of integrating state governance institutions into the policy of implementing public obligations and social responsibility of corporate governance are analyzed. The article analyzes the problems of choosing tools for state regulation of the corporate sphere of business in a liberal economic model, analysis and economic evaluation of these assumptions allows us to state the inevitability of distancing corporations in the UK from the European single economic model.

Estimation of sustainable development of Russia's Northern regions by demographic indicators

The article describes theoretical positions of the concept of sustainable development on a planetary scale. The transition to sustainable development was caused by the entire course of the social and economic development of the world community. The contradictions between the needs of the population, the possibilities of the economy and the planet's ability to conserve biodiversity without external intervention have reached a critical point. Increased inequality within and between countries in the twentieth century. The distribution of opportunities, wealth and power is characterized by huge imbalances. Gender inequality remains a key challenge. Understanding these contradictions, the world community, under the auspices of the United Nations, adopts the fundamental documents defining the goals and objectives of human development until 2015 and then until 2030. Agenda 21 encouraged to develop the concept of sustainable development indicators by all countries and international organizations. The article considers six systems of indicators for the estimation of sustainable development. Despite the complexity of measurement of sustainable development, indicators for estimation of demographic processes are not fully represented. They are "one-sided" and do not reflect all aspects of demographic dynamics. In this connection, the authors propose approaches for assessing sustainable development based on demographic indicators. Two approaches differentiate the Northern regions in terms of demographic sustainability into four groups: critical, low, medium and high. It is noted that all the northern regions from 2000 to 2015 improved their demographic stability and that all the years it was higher than the average Russian level. In the future, it is necessary to develop an integrated indicator to reveal the impact of demographic and labor factors on the sustainable development of the Northern regions.

Future customer, new consumption models and value co-creation: frames of marketing 4.0

The article reveals the contemporary trends in consumer behavior: the growing consumer’s adherence to a healthy lifestyle; rapid digitalization of consumer behavior; the demand for “live” communication, socialization and co-participation; demand for meaning and personal communication; transformation of information channels and personalization of information; personalization of consumption and the rise of prosumer. Based on the revealed trends, a portrait of the future consumer, implications for companies and an updated marketing toolkit are presented. The authors argue that in the conditions of the industry and the economy 4.0 marketing 4.0 is being born, built on digital platforms and technologies and taking into account the growing humanization of society towards sustainable development. The authors consider the concept, specific features and the process of managing sustainable marketing as a basic concept of new marketing 4.0.

The fees for the use of wildlife in the northern regions of Russia: problems and solutions

The article presents a meaningful analysis of the theory and practice of levying charges for the use of objects of the animal world. Their fiscal role is determined. The analysis of normative acts of the Russian Federation and the subject of the Russian Federation is fulfilled, regulating the extraction of hunting resources and collection of tax and non-tax payments to the budget, and their grouping is presented. The issues related to the licensing of the wildlife use, the procedure for issuing permits for the extraction of hunting resources, and the reasons for denying, and the discouragement of their withdrawal without permission are considered. Deficiencies in legislation affecting the preservation of the environment, impeding the growth of tax revenues of the budget, necessary for financing public goods, are identified. Problems of tax administration are highlighted. Conclusions are made and directions for further work are outlined.

Monitoring of economic crime in the concept of assessment of economic security of Russia

The article presents the author's scientific approach to the monitoring of economic crime in terms of threats, challenges and risks of the possibility of the existence of shadow cash flow in the banking sector. The results of the analysis of statistical data on economic crimes in Russia for 2010-2017 are presented. The tendencies of changes of material damage caused as a result of Commission of economic crimes in Russia for 2010-2016 are presented. In the course of work the hypothesis that on the basis of open data of monitoring of economic crime it is possible to trace a shadow cash flow in economy of the region and to create base of the encrypted data on the facts of shadow activity is proved. Shadow cash flow in the banking sector is considered from the position of the banking system and from the position of the subject of economic crime. It is proposed to equate the shadow cash flow in the banking sector to the main economic indicators of the country's economic security and the level of criminalization of the economy. The tasks and principles of the economic crime monitoring system are defined. The subjects of the regional state policy of combating economic crime represented by the territorial body of the Ministry of internal Affairs of Russia and the Committee on information and communication of the subject of the Russian Federation are proposed. The author's system of monitoring of economic crime is proposed to include in the concept of assessing the state of economic security of the country. This system can be represented as a model of the information system of the economic crime database. It is determined that such a model should include: data structure; elements of the organization, management and administration process; stages of automated analysis of shadow cash flows.
