The agricultural sector of North and Arctic Russia: changes arising from the agricultural census 2006 and 2016 years

The most complete information about the state of economic facilities and production potential in the agricultural sector is provided by the agricultural census. The article describes the history of agricultural censuses in Russia. The first two censuses were carried out at the beginning of the twentieth century, which provided data on land resources, labor resources, acreage, livestock numbers, food stocks, as well as information on changes in agriculture during the October Revolution and the Civil War. Based on the results of the All-Russian Agricultural Censuses (VSHP) 2006 and 2016, changes in the agricultural sector are shown. The analysis of the subjects of agrarian structures, the state of labor resources, the availability and use of land resources, the structure of land-by-land use, livestock of agricultural animals by species, production infrastructure, technical means in the context of agricultural producers is given. It has been established that over the decade there has been a decrease in the number of agricultural producers, the number of people employed in agricultural production. In farms of all categories, there was a decrease in the total land area, farmland, livestock and poultry (with the exception of the number of domestic deer). The census showed the low technical equipment of agricultural enterprises, a significant lag in the educational level of managers and specialists of the North in comparison with Russia. The highest rates of reduction of livestock of some animal species in the Arctic zone of the Russian Federation (AZ RF) are revealed. The census data indicate a significant share of the agrarian forms of management that did not carry out agricultural production. The use of innovative technologies in agriculture is shown. It is concluded that the share of agricultural producers using innovative technologies is extremely low. Considered the use of agricultural producers of budgetary funds and credit resources. The extensive information obtained during the census can be used in adjusting the current State programs for the development of the agri-food sector of the subjects of the North and the Arctic, the development of similar state programs for the medium term, as well as in the formulation of the state agrarian policy.
