Assessment of the resource efficiency of the use of wood in the northern region: methodology and practice (on the example of the Komi Republic)

In the presented «Assessment of the resource efficiency of the use of wood in the northern region: methodology and practice», a study of the key areas of economic development, improving resource efficiency, was carried out. It is indicated that the exhaustion of the possibilities of economic growth in Russia, based on the raw material model of the economy, is the most significant scientific and technological challenge to the development of the country. It is shown that the forest complex, in comparison with other industries, occupies one of the leading roles in the implementation of the principles of "green economy" and can most effectively use natural resources. Increasing the efficiency of wood processing is an important direction in slowing the depletion of forest capital, which, by improving the product’s production structure, can compensate for the decline in commodity value, limit the negative impact on pollution, depletion of forest reserves and loss of biodiversity. Improving resource efficiency will allow to move from the export of raw materials to an innovative development model. The methods and indicators for assessing resource efficiency and their advantages and disadvantages are studied. It has been determined that at the international level the three-tier system for assessing resource efficiency is the most common, allowing to calculate the efficiency of resource use, their necessary reserves, thematic indicators showing the degree of achievement of the identified goals. For a pilot assessment of the efficiency of wood use in the forest complex of Russia, the Komi Republic was chosen, one of the regions of the leaders of the industrial forest in the European part of the country. Taking into account the specifics of the activities of the forest complex of the Republic of Kazakhstan, the possibilities and limitations of using the studied methods and indicators, the availability of statistical data, a toolkit for assessing resource efficiency has been proposed, based on the calculation of generalized and particular indicators. The tasks that allow to ensure the implementation of this direction are formulated. The data obtained are of practical importance for assessing and managing the resource efficiency of the forest complex of Russia.
