The article proposes a conceptual approach to modeling the development of a recreational complex in order to implement the basic functions of recreational resources and meet recreational needs. In the formation of the sectoral and territorial organization of the recreational complex, recreational resources are of particular importance as a set of natural and anthropogenic objects and phenomena that can be used for recreation, treatment and tourism. The main concept of the recreational complex creation and development is a system of the recreational process components, such as recreational resources, recreational needs, as well as the economic opportunities of society and a particular region. The study analyzes the concept of "recreation", identifies its key dominants and highlights the main stages of the recreational process. The key components of recreational resources in the scientific field of economic research are identified and the author's vision of their essence is reasoned. The author's definition is given and the structural model of recreational resources is formed. With the aim of improving the quality of managerial decisions justified methodological tools of comprehensive resources and recreational complex assessment developed by the multi-component model of estimation of recreational resources. The conceptual model of a recreational complex development is offered. The basic concept of the creation and development of a recreational complex is a system of components of the recreational process, such as recreational resources, recreational needs, as well as the economic opportunities of society and a particular region. As part of the study, the concept of “recreation” was analyzed, its key dominants were identified, and the main stages of the recreational process were identified. The key components of recreational resources in the scientific field of economic research are identified and the author's vision of their essence is substantiated. The author's definition is given and the structural model of recreational resources is formed. In order to improve the quality of management decisions, a methodological toolkit for comprehensive resource assessment of a recreational complex has been substantiated, and a multicomponent model of recreational resource assessment has been developed. A conceptual model for the development of a recreational complex is proposed. The basis of the theoretical and methodological research was the scientific works of domestic and foreign scientists concerning the management of recreational resources. To achieve the objectives of the study were used statistical, economic and mathematical methods and the method of structural analysis. At different stages of the study, general scientific methods were used – methods of theoretical generalization and comparison, analysis and synthesis. The theoretical and practical significance of the work lies in the fact that the research results will allow structuring the process of assessing recreational resources, assessing their actual level and determining the direction of development of the recreational complex, and can also be used to develop ways to increase the efficiency of recreational resources for recreational needs.
