The formation and effective functioning of small and medium-sized businesses is one of the priorities of the state policy in modern conditions. Small and medium-sized business significantly affects the growth rate of the economy in the country, makes a significant contribution to the volume and structure of gross domestic product, determines the state of competition in the market, contributes to employment, tax inflows, etc. By 2019, an extensive practice of state support for entrepreneurship has been developed, existing problems and shortcomings have been identified at the state level, new mechanisms and infrastructure for business support have been formed. In this regard, the aim of the work was to study the Russian experience and current trends in the implementation of state support for entrepreneurship, as well as to identify areas for the development of methods and tools to stimulate small and medium-sized businesses. In the process of work the methods of logical, retrospective and statistical analysis were used.
The study showed that state regulation of processes in the field of small and medium-sized businesses is necessary due to the growing share of this sector in the state economy and international trade. Therefore, the consequence of the rapidly changing conditions and the accelerating development of scientific and technological progress is the need for appropriate changes in legislation, legal, economic and social bases of interaction of business entities. The high share of small and medium-sized businesses increases competitiveness, stimulates the emergence of new ideas and methods of doing business, increases the level of economic development of the country as a whole. Therefore, the establishment of economic relations based on the correct adherence to the laws, regulations, customs of business turnover contributes to the stable and integral development of the state.
The practical significance of the results is determined by the possibility of their application in the practice of state support of business structures, scientific and analytical studies of small and medium-sized businesses in the regions of Russia.
