The development of organic farming in the conditions of the North and the Arctic (on the example of the Republic of Komi)

In modern conditions, the importance of organic agriculture products is increasing worldwide, the demand for which increases annually. According to the data of the American research and consulting company Grand View Research, the growth rate of the international organic market per year is 15–16 %. The results of the study of the National Organic Union of Russia show that the market for organic products in the country has grown 10-fold in 2004–2016. and amounted to 16 million euros, and the number of certified lands under the "organic" for the same period of time increased by 8.5 times and amounts to 289.89 thousand hectares. Russia can become one of the main suppliers of organic food at the world level, since agricultural land has been subjected to minimal chemicalization and transgenicity over the past decades. The development of organic agriculture in our country requires the creation of an effective mechanism for the management and support of agricultural organizations focused on the production of organic products. On the example of the Komi Republic, methodological approaches to the development of organic agriculture are presented. To achieve this goal, for the first time a rating assessment of the quality of agricultural land in four agroclimatic areas of the region under consideration, as the basis for the formation of differential land rent, was carried out. The production and consumption of basic foodstuffs by local residents and their deviation from the established consumption rates are analyzed. The assessment of the state of agricultural land in the whole region and in all municipalities is presented. The results of the study of soil resources of the Komi Republic in natural-economic areas allow us to establish cadastral and economic parameters, scientifically and reasonably calculate the land tax, which is based on differential land rent.
