The problem of formation of labor resources in agricultural production is of particular importance when solving the tasks of import substitution on the basis of innovative development in this sector of the Russian economy. In this regard, a study of the state of the labor resources of agriculture in the region is relevant. The article suggests a system-industry approach to the study of the state of the labor resources of the agricultural sector and a scheme for analyzing them. The methods includes an analysis of the factors that determine the trends in the development of agriculture in the region and its labor resources, as well as an assessment of their impact on the volume of agricultural products. The analysis is carried out based on statistical methods. On the example of the Orenburg region revealed a tendency to reduce the number of rural population in municipalities, which directly affects the reduction of the labor force of the territory. There is also a trend of annual decline in the number of people actually working in the agroindustrial complex as a whole and in agriculture. The influence of the main components of labor resources on the volume of agricultural production in the region based on multidimensional regression analysis is revealed. Identified components that have a direct and feedback to the result. It is shown that the increase in the share of employment in the processing and food industry is a positive phenomenon in agribusiness, as it contributes to increasing the efficiency of the agro-industrial complex as a production system. The identified trends and constructed models can be used to justify decisions in the strategic and program-oriented management of the agricultural sector in the region. In the future, further research is needed to determine the optimal proportions of the categories of labor resources under consideration.

Keywords: agrarian sector, labor resources, region, econometric models, structural-time analysis.
