Cluster approach in assessment by spatial differentiations of Russia on the level of gross regional product

The purpose of this work is to assess the spatial differentiation of the regions of Russia in terms of economic development with the selection of groups of homogeneous territories to make management decisions in each of them. The study used general scientific methods of a systematic approach, historical and comparative analysis, expert assessments, as well as special methods of economic, statistical and situational analysis, mathematical statistics and econometrics, in particular, methods of hierarchical cluster analysis, the main advantage of which is the possibility identifying groups of relatively homogeneous objects, taking into account the specifics of the combination of the main indicators, which allows to identify a wide range of socio-economic alternatives development. To identify the differentiation and classification of the constituent entities of the Russian Federation using factor analysis, the use of a key indicator of the system of national accounts — gross regional product — was proved, on the basis of which, using the hierarchical cluster analysis procedure, eight groups of Russian regions were identified, for which their content was given using structure of economic activities. Dynamics of statistical characteristics of VRP for 2000- 2016 shows weakening of differentiation of territorial subjects of the Russian Federation on the level of economic development. The parallel growth of average per capita GRP and its median value states the economic development both due to the growth of more prosperous and undeveloped territories, which indicates the presence of processes of convergence or a certain convergence of the levels of socio-economic development of the lower territories. The scientific approach applied in a research will allow to form programs of sustainable social and economic development of territories, to systematize and embody in practice differentiated on groups of subjects of Russia approach to management of regional economy and finally to provide uniform and effective development of national economy in general. In the future, the author plans to conduct a more detailed analysis of the socio-economic development of the obtained groups of regions, highlighting the factors hindering their economic growth.
