From import substitution in oil and gas mechanical engineering to localization of technologies in oil service

The article is devoted to the actual problem - reducing import dependence in the Russian oil industry. The purpose of this study is to analyze the results of the implementation of the program of import substitution in the field of oil and gas engineering, the process and prospects for the localization of technologies in the oil and gas service market. In this regard, the authors have set the task of assessing the factors that increase the efficiency and competitiveness of the industry through the implementation of large investment projects and identify key priorities for the development of the domestic oilfield services sector. In the process of research, general scientific research methods were used (comparison, synthesis, analogy method), methods of logical – theoretical analysis, methods of financial and technical and economic analysis. The basis of the research is selected empirical analysis. The authors described the impact of technological sanctions on the oil and gas industry in Russia, as well as the structure of the import dependence of the upstream segment. The implemented importsubstituting projects are presented, as well as the assessment of the dynamics of the financial results of the largest companies in the field of oil and gas engineering. The authors dwell on the import dependence of the oil service. Arguments are made in favor of promoting the localization of production by foreign companies in Russia, localizing new technologies using a wide range of national mechanisms and tools. The analysis showed that the implementation of import substitution programs in the oil and gas engineering has reduced dependence on foreign technologies in the oil and gas industry, improved financial performance and production of leading oil and gas engineering companies. The authors concluded that only the use of high innovative technologies by oilfield services companies, developed with the participation of investments by the VIOC and state support based on the project approach, could radically change the situation in the domestic oilfield services. These conclusions are areas for future research in the field of support for domestic oilfield service organizations.
