Problems and specifics of elderly people employment in the Russian North

An important aspect of sustainable development in the Russian North is effective employment, including for elderly people. The aim of the article is to identify trends in dynamics, features and key problems of employment of older people in the Russian North. It uses standard methods of studying dynamic series to estimate the absolute value of employment and three relative coefficients of employment rate of elderly people developed by the author. It was found that in absolute terms the employment of elderly people in the North is increasing, but somewhat slower than in Russia as a whole. The differences in employment dynamics are explained by the region's wide location and the degree of economic development. The relative level of employment in relation to the total number of elderly people and their share in the labour force shows that in the regions of the Russian North people of the 'third age' are more active in entering the labour market but occupy a somewhat smaller share in the labour force structure. Interregional differences in relative employment rates are explained by the intensity of migration of working-age population and the degree to which the region's socio-economic conditions are similar to the national average. In the most remote regions with severe conditions, the relative level of employment and the share of elderly people in the labour force is significantly higher than the national average. This makes it possible to complement traditional perceptions of the employment of older people in the northern regions with a predominance of raw materials production. The results of this work are of interest to the authorities in developing employment policy in the regions of the Russian North, as they show that in these regions older people are forced to enter the labour market more actively and require specific support measures. The limitation of the work is to study only quantitative aspects of employment of older people, and in the long run, it is necessary to analyze further qualitative characteristics (wages, employment structure, proportion of informal employment).
