The article presents the results of theoretical approaches’ study to assessing the prerequisites of the global crisis – 2020. Applied to the national economy, the answer to the question of prerequisites depends on the choice of not only the direction, but also the tools of the post-crisis development: stimulating recovery growth within the framework of the previous economy structure or active selective support and investment in order to implement technologies of a new technological way, innovative development with the active participation of the financial sector, government institutions and resources through the implementation of the stimulating financial policies. The purpose of this article is to present a different position and a point of view on the crisis that has occurred and on the role of the pandemic as a catalyst, a trigger that provided a powerful acceleration of the implementation of the global economic prerequisites that had formed at the beginning of the crisis. In the case of the cyclic identification, the post-crisis development of the economy should be given the character of the innovative development, a focused innovation emphasis, an appropriate technological vector and financial priority in order to transform the way out of the crisis into the prologue to accelerate the spread of innovative and structural changes in the economy due to the exponential increase in the implementation of innovations of a new technological structure, as has happened more than once in the world economic history. Identification of the crisis – 2020 as cyclic allows us to predict the trend of post-crisis structural changes in the global and national financial and real sectors of the economy in accordance with the described, repeatedly previously observed, regular cyclically occurring events and tendencies of the rising wave of a new technological way, appropriate to the corresponding stage of developing the systemic cycle of the capital accumulation.
