Scientific basis for the development of rural development strategies in the North and the Arctic

The purpose of the study is to substantiate the methodological provisions on strategic planning and forecasting of the development of rural areas and the agricultural sector. The development and use of strategic planning in the management of rural development is the most modern and effective innovation in solving socio-economic problems of the agricultural sector and the village. The Federal Law «On Strategic Planning in the Russian Federation» (2014) does not provide for the mandatory preparation of a strategic plan for the agricultural sector and integrated rural development. There are also no scientific recommendations for the development of strategies for the development of rural areas and sectors of its economy. The developed strategic plans should take into account the specifics of rural development and differ from the development strategies of regions and municipalities. There is a need for new approaches to rural development, including the transition from the exogenous-industrial model and endogenous and neo-endogenous. The article reveals the evolution of the policy of rural development. The essence of the concept of rural development strategy is formulated. The methodological bases of strategic management of rural development are defined. It shows a significant discrepancy in the domestic practice of rural development between sectoral and socio-spatial development. The strategy for the development of agriculture and reindeer husbandry is justified. Comprehensive long-term planning and forecasting of the development of rural areas and the agricultural sector characterizes the novelty of the presented study. A systematic approach was used as a methodology, and SWOT analysis and expert analysis were used as methods of strategic planning and forecasting. The results of the study can be used in the development of strategies and programs for the development of rural areas and the agri-food sector of the regions. The directions of future research are related to the development of regional strategies for rural economy sectors, strategic plans for rural settlements, in the conditions of the North and the Arctic.
