This informational review article considers the problems and main directions of ensuring breakthrough socioeconomic development of the northern regions and Arctic territories of the Russian Federation using the potential of small and medium-sized businesses, the implementation of effective state policy for sustainable development management and development of the North and the Arctic in modern conditions with regard to social and environmental responsibility of government and business, public-private partnership tools, by modeling the relevant state policy. This will lead to the improvement of a number of characteristics of socio-economic development of the northern regions and the Arctic territories of the Russian Federation, which are considered as indicators of the effectiveness of the state policy implementation. This informational and analytical material can form the basis of a scientific study on stimulating and creating infrastructure for the development of small and medium-sized enterprises in the Arctic.
