Pilot project as a tool for the formation of active social policy in the region

The modern stage of the socio-economic development of the Russian Federation is characterized by the search for effective ways to develop and implement State social policy, and first of all, its most important component — reducing the poverty level of certain categories of citizens. In this regard, one of the effective mechanisms for solving the noted problem, in the opinion of the authors, is the practice of pilot projects. The purpose of the study is to study the experience of the Komi Republic, as one of the participants in the pilot project, on the formation of a regional poverty reduction policy within its framework. The methodology of work includes the analysis of information data of the Ministry of Labor and Social Protection, the Control and Accounting Chamber of the Republic of Komi, the Komistat, sociological research, and expert data. Methods of comparisons and analogies are used. During the study, the authors studied the normative documents developed during the implementation of the pilot project, while determining their insufficient focus on specificity in reducing poverty. Based on an integral approach to the definition of the category "poverty," the share of such among the population of the Komi Republic was determined. They formulated factors that potentially lead to the formation of a segment of poor citizens. We analyzed the approaches of regional authorities to targeted support for poor citizens. At the same time, a significant place in the study was taken by the analysis of the practice of a social contract, where the authors presented reserves for the activities of federal and regional authorities: the need to adjust the terms of the social contract, formulate the direction of spending budget funds, and develop standards. The results of the study are intended to be a starting point for further improving the social practice of regional management structures, both the Komi Republic and other constituent entities of the Russian Federation, which is the main purpose of the pilot projects.
