Problems of interaction of the regional center and municipal bodies in the process of state programs implementation

The article sets the task to analyze the factors influencing the occurrence of problems in the course of the implementation of state programs aimed at achieving national goals at the level of the municipality and to propose possible measures to improve the efficiency of their implementation. In modern conditions, the achievement of the set indicators within the framework of state programs and their regional components is the key to sustainable development of the country as a whole. Most of the works deal with the problems of implementation of programs in the national aspect; our task was to study the difficulties of implementing programs at the municipal level using the example of the CBER. A systematic approach was used as a methodology, literature, documents and information portals of regional governments were studied. A comparative analysis of the national development goals of the Russian Federation is carried out and changes in national programs and related target indicators are considered. Various aspects of interaction between the regional center and municipalities are considered, the unsatisfactory organization of which reduces the positive effect of the implementation of national programs. Insufficient motivation, both of the population and business structures, and representatives of municipal authorities, including in the form of co-financing; incomplete allocation of financial resources for a specific municipal territory, insufficient delimitation of areas of responsibility between individual municipalities; low quality of planning the system of indicators of the effectiveness of project implementation; gaps in the existing legislation on the issues of consolidating the process of participation of municipal authorities in the implementation of national projects — the main list of factors that negatively affect the success of the implementation of programs.
