Strengthening the role of the state in the development of the northern villages and the rural economy

Negative processes are observed in rural areas and sectors of the rural economy of the North. The number of rural population is decreasing, the process of its aging is going on, the infrastructure is deteriorating. The agricultural sector, especially in the rural periphery, is characterized by the destruction of production potential, the reduction of production of all types of agricultural products. Overcoming negative trends is associated with the increasing role of the state in the management of rural development policy and the development of effective mechanisms for its implementation. Based on theoretical approaches about the nature, place and role of the state in the regulation of the economy, the models of socioeconomic and social development are considered. It is revealed that for our country the most acceptable mixed (converged) model of socio-economic and social development. It is impossible to ensure sustainable socio-economic development of rural and rural economy under the existing liberal-monetarist model of economic development of Russia. The objective necessity of state intervention in rural development is proved. The model of regulation of economy based on a combination of market self-organization and active influence of the state, by means of various mechanisms and tools is developed. The methods, mechanisms and instruments of state regulation of rural areas and rural economy, which have a direct and indirect impact on rural development, are proposed. The necessity of using a planning system based on strategies, forecasts and programs as a tool for regulating the development of rural and rural economy is substantiated. The state policy of rural development is considered, the assessment of financial support of farmers in foreign countries is given. The results of the study can be used to adjust the current model of the country's economy, as well as to improve state support for the agri-food sector and the development of a long-term program of integrated development of rural areas of the Northern region.
