Realization of projects of the public-private partnerships in the social sphere of the Russian Arctic

With the reduction of government spending on the social sphere that is characteristic of modern Russian reality, the issue of attracting private sources of financing for infrastructure projects, including through the implementation of public-private partnerships, is becoming increasingly relevant. This is of particular relevance for the Arctic zone of the Russian Federation, where the qualitative growth of the economy is impossible without the implementation of measures aimed at improving the level and quality of life of the population. But it is here, in the Arctic, the formation of human capital is associated with much greater costs and difficulties than in non-Arctic territory. And the application of public-private partnership mechanisms in the practice of state regulation of the economy could contribute to better fulfillment of state and municipal tasks in the development of social infrastructure and the provision of socially significant services to the population. In this regard, the aim of the work was to study the development and potential of public-private partnerships in the social sphere of the Arctic zone of the Russian Federation. The paper presents a generalization of the theoretical foundations of the implementation of the institution of public-private partnership, its essence and the main development trends in the social sphere of foreign countries and Russia. The practice of implementing public-private partnership projects in the development of social infrastructure of the Arctic zone of the Russian Federation is analyzed. The current trends and main directions of further development of public-private partnership in the social sphere of the Arctic regions are determined. The practical significance of the results obtained is determined by the possibility of their application in the practice of public administration, as a basis for informed decision-making, as well as a basis for analytical and predictive research on the development of public-private partnerships in the Arctic zone of the Russian Federation, individual regions and the country as a whole.
