Cross-border cooperation as the factor for regional self-development in the Russian Arctic (by the example of Murmansk region)

This research is aimed at evaluating the influence of international cross-border cooperation at different levels from regional and municipal governance to other local communities on self-development of the territories of the Arctic zone of the Russian Federation. Murmansk region is selected as the model region and the only subject of the Arctic zone of the RF which has the direct land borders to two countries – Norway and Finland. The international cooperation in Murmansk region has the systematic pattern within the long-lasting well-established regional agreements of border cooperation. Even though such cooperation at the regional and municipal levels is random within the spatio-territorial projection of the region, international financial programs for the development of socio-economic potential of the border territory greatly contribute to the extension of social, economic and scientific infrastructure of the region predetermining the growth of investment attractiveness of the region and municipalities. This article examines the levels of international cooperation within different regional actorsby the analysis of original results of interviews with the representatives of the different groups of local communities involved in the active cross-border cooperation, and includes the summary analysis of data from implementation of projects within the existing financial program for cross-border cooperation Kolarctic within two program periods for 2007-2019 years. Presented results reflect the high level of interest for the development of international cross-border cooperation among local communities regardless the endogenous processes and factors of general foreign policy instability. Results of this research have the practical interest for the federal, regional and municipal governments to determine the future strategies and policies for international cooperation in the sphere of economic, scientific and technical relations.
