Problems and parameters of public-private partnership development in Kazakhstan through regional socio-entrepreneurial corporations

The article presents the main problems of the public-private partnership development in Kazakhstan through the analysis of financial and investment activity indicators of regional socio-entrepreneurial corporations. Socio-entrepreneurial corporations are specialized regional development institutions created in Kazakhstan to provide a wide range of institutional support for the business community of the territory of their deployment. As the theoretical foundations for the functioning of these specialized institutions of regional development, have been identified a public-private partnerships, where institutional support is provided by the social and entrepreneurial corporation from the state. The activities of these institutions are also carried out within the framework of various public investments, where the operator of which is also a social and entrepreneurial corporation, and in this direction the systematic problems of multilevel management of public investments are identified. A lot of research has been devoted to the development of public-private partnerships in Kazakhstan through socio-entrepreneurial corporations, but within the framework of this article it has been possible to present individual financial and economic indicators of all socioentrepreneurial corporations of Kazakhstan in the short-term dynamics. Based on this analysis, socio-entrepreneurial corporations were grouped according to the main parameters for reaching the target functions of their creation or still finding them at the investment stage of their functioning. According to the results of this research the adoption of a state corporation format in Kazakhstan in order to ensure instant profitability and effectiveness, and the prospect of establishing a stable source of social investment in the region on the basis of socio-entrepreneurial corporations, did not justify the initial tasks. All of this explain the current situation of social and entrepreneurial corporations in Kazakhstan only as a regional operator, and not as an investor, as it was supposed at the beginning of their creation.
