Ensuring sustainable socio-economic growth of Russia is not possible without the implementation of an effective state policy of its spatial development at all levels of the territorial system, including improving the organization of local self-government. In recent years the main trends in this area are the processes of unification and consolidation of munici-palities.
Kursk scientists of the Financial University under the Government of the Russian Federation created an extensive sci-entific groundwork in the development and implementation of methods and technologies for diagnosis, stratification, pro-gramming and regulation of the development of municipal districts and entities in the subjects of the Russian Federation, aimed at improving manageability, reducing territorial inequality and leveling the socio-economic situation.
Despite the close attention of scientists and specialists to these problems, in the conceptual and methodological de-velopments created by them, insufficient attention is paid to the diagnosis and rationalization of regional administrative and territorial structures. The research carried out in this direction is, in General, staged; for example, they do not take into account the levels of economic and social development achieved by specific territories.
Under the current conditions, one of the main difficulties in regulating the development of the region – the subject of the Russian Federation and its constituent territories is a comprehensive survey of the socio-economic situation, assess-ment of all resources (factors) directly affecting it, and the choice of a promising trajectory, based on correct indicators. The basis of the proposed methodology of regional socio-economic design is the relationship between the levels of econom-ic and social development of municipal districts and entities.
At the same time, to date, even some achievements of economic, managerial and sociological theory in the study of territorial socio-economic systems are insufficiently implemented in practice. The continuing growth of territorial socio-economic asymmetry, along with the lack of clear targets and criteria for their achievement, actualize the development of technologies to overcome territorial inequality, including the rationalization of the regional territorial-administrative structure based on the criteria of social and economic symmetry.
