Distribution of power as an institutional factor for increasing the effectiveness of initiative budgeting

The distribution of power in the process of initiative budgeting and the impact of its asymmetry on the development of this form of interaction between the citizenry and the government are dealt with in this article. It is shown that the joint action of market failures, the state, civil society and international organizations necessitates a symmetrical distribution of power among participants in proactive budgeting but also to overcome the shortcomings of their functioning. An analysis of the practice of proactive budgeting in Russia revealed six main problems that are the result of an uneven distribution of power among its participants. Particularly, the inclusion of proactive budgeting in the contract system leads to the intro-duction of a corruption element in it, and the public does not have sufficient opportunities to eliminate it. It is concluded that the asymmetry of the distribution of power is a significant factor in inhibiting its development. The analysis of the content of regulatory documents and legislative acts of the federal level, designed to regulate the development of public finance. It is revealed that the issue of the distribution of power between the participants in the process of proactive budg-eting at the legislative level is not fully developed. This indicates the need for careful attention to the political aspects of proactive budgeting by the state in order to increase its effectiveness. The results of the work are the justification for the need to develop appropriate institutional models and the subsequent transformation of initiative budgeting, taking into account the requirements for the distribution of power among all participants on the basis of common principles, common values, methods, taking into account the Russian context, including both the demand for reforms (from below) and exist-ing ones reform barriers (above).
