Comparative analysis of environmental factors in the formation of public health in the regions of Russia

The article substantiates the importance of taking into account environmental factors in shaping the health of the population in the regions of Russia. The authors' analysis of domestic and foreign publications showed that the health of the population depends on investments in its maintenance and protection, since under the influence of negative environmental factors, the adaptive capacity of the human body decreases over time. Meanwhile, the presence of a certain level of decentralization, some freedom in justifying and choosing priority areas for regional development, as well as budgetary restrictions determine the situation when management decisions made by the authorities in the subjects of the Federation in the field of environmental protection and healthcare are carried out without taking into account their systemic relationship, including investment. In this regard, the aim of the work was to study the environmental factors in shaping the health of the population, to identify differences on the one hand in the level of the environmental burden on the region and the level of financial costs for environmental protection, and on the other hand, the incidence of the population and the level of health expenditures in the region to determine directions for improving the mechanisms for implementing regional socio-economic and environmental policies. In the process, methods of statistical analysis, data differentiation were used. The study showed that 32% of the regions are characterized by relatively equal levels of total environmental load and relatively equal amounts of budget funding in the direction of “environmental protection”, and, accordingly, relatively equal levels of morbidity and relatively equal amounts of financing in the direction of “health care”. However, among the remaining groups of regions there is a mismatch between the medico-demographic, environmental situation and budget financing of the respective areas. In conclusion, conclusions are drawn and recommendations are given for improving the process of making managerial decisions on the basis of consistency.
