Introduction. Social infrastructure performs an important mission to form the human capital of the territory. The Arctic zone of the Northern macro-region is a new subregional territorial system and is characterized by a progressive reduction in the number of educational, health, cultural and sports facilities, which leads to a decrease in the provision of the population with relevant social services. The development of social infrastructure of the territory is influenced by a set of related factors, among which the institutional one occupies a special place in the conditions of the North and the Arctic. It is the uniqueness of the formed institutional environment of the studied Arctic territories at the municipal level that determines the purpose of the study - to create a methodological basis for the formation of a harmonized system of strategic planning of the territory. The scientific work is based on such research methods as comparative analysis of literary sources and content analysis of documents of the existing system of strategic planning at different taxonomic levels. The authors have proposed and tested a methodology to study the institutional environment as one of the most important factors in the development of social infrastructure. As a result, all the Arctic municipalities of the Northern macro-region of Russia were differentiated by numerical assessment both in terms of provision with documents of the strategic planning system and in terms of their coherence. The theoretical significance of the study lies in the substantiation of the methodological basis for the formation of a coherent system of strategic planning of the territory, as well as in the approach to the allocation of the sub-region according to the principle of institutional environment identity for the purposes of research. The practical results of the study can form the basis for the necessary adjustments of the existing program and strategic documents, the development of missing elements of the strategic planning system in the Arctic zone of the Northern macro-region.
