Abstract.The purpose of the study is to identify the main problems of migration of the population of the border region in the conditions of institutional development of the territory. The relevance of the study is related to the issues of managing migration processes that have a negative impact on the quality of life of the population and the sustainability of regional development. The study of the problem of the administration of migration processes in the context of the transformation of the institutional system involves the solution of a wide range of issues in the field of statistics, economics, culture, political science and other related fields of knowledge. The research methods are theory and methodology statistics, system, institutional and activity approaches, including index and tabular methods, grouping of data, series of dynamics and comparative estimates. The authors estimate the dynamics of migration processes in the border region for the period 2016-2020. The results of the study: It seems that the migration process is a socio-economic phenomenon that consistently goes through three phases: "formation of migration attitudes", "making migration movement (migration)" and "adaptation, arrangement, survival" to new living conditions. A typification of problems and a development scheme is proposed, according to which migration is carried out in six stages (the emergence of an idea – decision–making – social death - socialization in a new society, approval in a new society and a variant stage: an outcast or a full member of society). However, in many regions of the country, including the Kurgan region, there is a significant migration outflow and population decline, real incomes of citizens and production are slowly increasing, which affects the sustainability of regional development. Conclusion: the use of a statistical approach allows us to conclude that the economy of the regions of the Russian Federation objectively requires an influx of migrants and to determine not only the effectiveness of the migration management system, but also the quality of decisions made by management bodies. It has been established that migrants adapt faster to new living conditions, while reducing social tension and increasing support for people in crisis situations.
