Abstract. The purpose of the article is to substantiate and search for ways to improve the organizational mechanism for managing land and resource potential. The land resource potential is the basis for achieving the target indicators declared by Decree of the Government of the Russian Federation of July 14, 2012 No. 717 “On the State Program for the Development of Agriculture and Regulation of Agricultural Products, Raw Materials and Food Markets”, since it acts as the basis for the production of crop products, which in turn provides food for humans, raw materials for industry, forms a fodder base for animal husbandry. The theoretical and methodological basis of the study was the scientific works of economists in the field of land management, natural resource potential of the agro-industrial complex, taxation of agricultural land, etc. In the process of preparing the article, analytical, logical, monographic research methods were used. The article discusses modern approaches to managing various elements of the economic system, which involve the use of innovative digital technologies, large amounts of information, which led to the need to improve the mechanism for managing the natural resource potential of economic entities in general and its individual parts. As a result of the transformation of the organizational mechanism for managing the land and resource potential of the agro-industrial complex, one can consider the optimization of relationships between interested state bodies and services, local authorities and individual economic entities. The results of the study allow us to conclude that the search for ways to improve the management of land resources in the agro-industrial complex should be based both on the study of the practical experience of past years and on theoretical studies of domestic and foreign scientists and include the transformation of both the organizational and economic elements of the management mechanism. The results obtained can be used in the further research work of the authors, in the educational process, as well as in substantiating the need to improve the mechanism for managing agricultural land resources in practice. Directions for future research are related to the fact that the introduction of the results of this study into economic practice will improve the socio-economic situation of rural areas and, as a result, ensure the food and economic security of the state. Therefore, it is necessary not only to attract qualified personnel to the industry with knowledge of the requirements and competencies of the modern digital economy, but also to promote the renewal and modernization of the material and technical base of the agro-industrial complex, which is based on land resources.

Keywords: land and resource potential, management mechanism, agro-industrial complex, land tax, rent, household accounting.
