Behavioral approach to the analysis of regional adaptation processes

Abstract. Under the influence of internal and external factors and growing socio-economic stratification, the Government is facing problems that require new strategies to solve problems, especially those related to the adaptation of regional structures.
The main purpose of the study is to determine approaches to the processes of adaptation of regional structures in a changing environment, taking into account social, economic and environmental factors of the external and internal environment.
The article is devoted to the analysis of the concept of regional adaptation from the point of view of system-wide, environmental and behavioral approaches, as well as the concept of sustainable development focused on the local level. The object of the research is approaches to the analysis of the processes of adaptation of the region to the changing conditions of economic activity through the socio-economic system. At the same time, the subject of the study is to consider the peculiarities of the region’s adaptation to changing environmental factors from the point of view of a behavioral approach.
The methodology of this work is to study the scientific works of Russian and foreign scientists in the field of studying adaptation processes, regional structures, and the concept of sustainable development. The research methods used were analysis, generalization and systematization of publications on the stated research topic, system analysis of the adaptation mechanism, and the method of classification of adaptation processes.
The article describes the main approaches to the adaptation process and highlights the advantages and disadvantages of each of them, from the point of view of the multifactorial nature of regional structures. A classification of adaptation has been developed that takes into account the impact of factors and goals of adaptation processes. The provisions on the application of a behavioral approach to the analysis of factors of adaptation processes of specific territorial entities are proposed.
This study indicates the importance of a behavioral approach in analyzing changes in socio-economic systems in the face of irreversible changes in the external environment. The proposed author's typology of adaptation processes makes it possible to identify the processes taking place, focusing on achieving socially significant goals.
The scientific significance lies in the substantiation of the behavioral approach to the analysis of adaptation of socio-economic systems in expanding the understanding of the nature of these phenomena in terms of the typology of processes and motivation of subjects, taking into account the role of their knowledge, experience and interests. The practical significance lies in the possibility of using the typology of processes and taking into account the motivation of the population when developing strategic documents for the socio-economic development of regions, as well as programs for their adaptation to global climate change.
Carrying out further research will effectively solve the social, economic and environmental problems of adaptation of local territories, involving the population and its resources in the adaptation processes.
