In the article, on the basis of the implementation of general methodological principles of political regionalistics and spatial economics, issues of the influence of various factors on the regional development of the Northwest of Russia are considered. The main factor is the development of cross-border cooperation, in particular cross-border trade, with the countries of the Baltic macroregion. It is pointed out that this factor should be taken into account as a key factor in the formation of a new model of cross-border cooperation and regional development.
