Conceptual basis for the development of the regional educational potential

The main purpose of the research is the development of the conceptual foundations for the formation of the mechanism for the development of the educational potential of the region from the perspective of socio-cultural approach.   The paper considers the challenges of the Russian professional education system and substantiates motivating and demotivating factors influencing the effective development and implementation of the educational potential of the region. The authors propose the concept of the vocational education development on the basis of the national idea, the specific goal of the state. In contrast to the modern concept of Russian vocational education modernization, which consists in the transition from education as a public goods to an educational service, the authors have developed a management scheme for the development of the regional educational potential using the methodology of deductive construction from the national idea to a specific person and his / her workplace. Such a mechanism should be the basis for the development of the educational potential of the state, region or organization.
