In the current economic situation, competition is an effective tool that contributes to the development of the regional economy. Therefore, the state pays close attention to the development of competition, providing producers, enterprises and end users with equal conditions in all markets of goods and services. In this regard, it is necessary to study the condition and development of competition in the markets of goods and services, taking into account, among other things, the geographical features of the territory. Public administration acts as a regulator of relations between subjects of the competitive environment and allows identifying problems of interaction between society, state management bodies and economic entities, information exchange between them, and barriers to economic activity. Management decisions aimed at supporting and developing competition should be regulated at the legislative and legal level. Their adoption requires monitoring of the state of the markets for goods and services, based on the collection and analysis of information about the external and internal environment, according to market participants. Thus, the purpose of this study is to apply the results of the competitive environment’s monitoring to the implementation of public management in the Arctic territories of the Komi Republic. The methodology and methods of the study are based on the regulatory framework used in the Russian Federation to study the competitive environment, the "Porter's Diamond model”, and the basic principles of public administration are taken into account.

Keywords: public administration, competitive environment, monitoring of the competitive environment, administrative barriers, assessment of awareness of the competitive environment, perception of the level of competition, the Komi Republic, the Arctic territory.
