Sustainable Development of the Agricultural Sector of the Northern Region as the Most Important Direction of Ensuring Food Security

The purpose of the article is the sustainable development of agricultural production, providing an increase in the lev-el of food self-sufficiency of the population of the Komi Republic. The theoretical and methodological basis of the study was the works of scientists on the role of agriculture in self-sufficiency of the population with the main types of agricultural products. Statistical, analytical, logical, and comparative methods were used. Statistical information was provided by the materials of Rosstat and Komistat, agricultural organizations and peasant farms. The article reveals the possibilities and limitations of the development of northern agriculture. Trends in the development of the agricultural sector in the 1960s-1980s and in the conditions of market transformation are considered. It is shown that the 30-year period preceding the market reforms of the 1990s was the most favorable in the development of agriculture. During these years, there was an improvement in food self-sufficiency. For a number of food consumption, these indicators were higher than the national average. Social policy contributed to the convergence of living conditions of urban and rural populations. The reforms carried out without taking into account the specific northern conditions were accompanied by a decrease in the coefficient of self-sufficiency of the population with meat, milk, eggs, potatoes and vegetables. It has been established that now the task of forming a food fund is being solved through the development of large enterprises located in cities and suburban areas. The agrarian sphere of the rural periphery remains essentially outside the framework of active public administra-tion. The reasons for the decline in agricultural production, the reduction of the coefficient of food self-sufficiency associ-ated with the degradation of the material and technical base, rural infrastructure, the deterioration of the demographic situation, a decrease in the number of labor potential, with a decrease in the quality and standard of living of agricultural workers. Strategic priorities for the development of agriculture have been identified. The application of the results ob-tained is possible by the branch ministry and other management bodies in determining the directions of improving the state policy for the development of the agricultural sector and increasing the level of food self-sufficiency. The directions of future research are related to a new conceptual approach to ensuring food security of the region, considered in close con-nection with demographic, social and environmental processes, the development of transport, logistics and trade infra-structure, with an increase in the attractiveness of rural lifestyle.
