The state, directions and mechanisms of development of the rural economy of the northern region

The purpose of the article is to substantiate the directions and mechanisms of rural economy development on the example of the Komi Republic. The theoretical and methodological basis of the research is based on the scientific works of scientists-economists in the field of development management of the branches of rural economy. During the preparation of this scientific work, the following scientific methods were used: analytical, statistical, logical and comparative. The article presents the results of scientific research into the substantiation of directions and mechanisms of development of the rural economy of the Komi Republic. The content of the rural economy is defined, the features and problems of its development are revealed. It shows the objective necessity to increase the role of the state in the development of branches and spheres of rural economy represented by federal, regional and local authorities. The methods and mechanisms of state impact on the development of rural economy, including legal and regulatory measures, infrastructure support, financial and monetary instruments, strategic management, planning, product market and price regulation, have been developed. In order to expand the spheres of activity in rural areas, the diversification of production related to the development of priority branches of the agrarian sector of rural tourism, reforestation, wood processing, construction of rural roads, and modernization of communal and social infrastructure was proposed. The priority directions for improving the mechanism of small and medium enterprises and the agrarian sector are identified. The social role of the agrarian sector in the system of rural economy has been revealed. The formulated proposals supplement the existing ideas about the content of rural economy and its role in rural development. The results of the study can become the basis for improving the state support of rural economy, for the preparation of strategies and programmes for sustainable development of its sectors and spheres at the level of the region and municipalities. The scientific results can be used in the author’s further research work, as well as in the educational process.
