Effective procurement of educational services for state and municipal needs

The purpose of the work is to study the practice of applying the main methods of procurement of educational services – auction and competition and to identify a method that gives a greater economic effect. The paper applies general scientific research methods comparison and analysis and the method of expert assessments. The author considers the shortcomings of the purchase of educational services additional professional education by an open auction, which, providing a low contract price (savings) does not make it possible to select an application with the highest quality offer and a qualified executor. The author draws attention to the fact that the efficiency of procurement – one of the most important principles of the contract system – requires from the customer not only economy, but also efficiency. Hence, as an effective way of purchasing such services, an open tender in electronic form is proposed, which makes it possible to achieve the best result. Using a budget-defined amount of money. Recommendations are given on the preparation of a tender with regard to the calculation of the initial (maximum) price of the contract, the description of the subject matter of the procurement and the evaluation criteria. Amendments to the current legislation are proposed to introduce the compulsory use of a tender for these procurements. This is the first time such a study has been carried out in the context of the adoption of the optimisation package of amendments to the legislation on the contractual system. The amendments to the legislation on the contract system coming into effect from 01.01.2021 introduce major changes in the regulation of tenders (more than 20 articles have lost their force, three new articles have been introduced, which determine the order of tendering), which requires further research on the procurement of VET services by open electronic tendering. The work can be useful for state and municipal customers and other purchasers of educational services.
