Development Features of a strategy for socio-economic development of the border municipalities of the Trans-Urals

In connection with the growing interest of the state in the formation and development of competitive advantages of the border territories of the Russian Federation over the border of neighboring states, the issue of finding ways to over-come the crisis state of such territories becomes urgent. Slowed socio-economic development of the border region is associated, firstly, with the insufficient realization of the potential of territories as subjects with a special geographical position, and, secondly, with the lack of uniform rules for the formation of strategies for the socio-economic development of municipalities in the Russian Federation. The purpose of the work is to develop the structure of a strategy for the socio-economic development of the municipality, taking into account the border potential of the territory. The article analyzes the regulatory framework and author's approaches to the formation of strategic documents of municipal territories, highlights the main elements of their structure, reflects the need to take into account the uniqueness of the territory by the example of cross-border potential. The author's approach to the formation of the structure of a strategy for socio-economic development with regard to cross-border potential is proposed. Particular attention is paid to the analysis of the current state of socio-economic development of the territory, as it allows you to identify the resources of strategic development. It is noted that the factor of cross-borderness as a strategic resource can become decisive when choosing the “locomotives of development” of the territory. A content analysis of the content of existing strategic documents (on the example of the border territories of the Kurgan region) was carried out, which showed the inconsistency of existing strategies and the disregard of their own border position as a development resource. It is concluded that a single format of strategic planning at the municipal level, taking into account the inherent specificity of the territory, will lead to an increase in the quality of the content of strategic documents and municipal management.
